Project “Municipal Finance Strengthening Initiative (MFSI- II) Roll-out” (USAID)

As of 1 October 2011, IBSER has started implementing the new Municipal Finance Strengthening Initiative (MFSI-II) Roll-out supported by U.S. Agency for International Development (USAID).

The project focuses its activities on the following:

  • providing legislative, methodological, and organizational support to central and local governments in disseminating PPB to all local budgets of Ukraine;
  • developing and implementing financial practices that promote energy efficiency in selected cities;
  • improving public awareness about the process of State budgeting, revenues and expenditures.

The project activities are implemented at the central and local levels simultaneously in order to ensure the top efficiency and support of project objectives, in particular, by establishing partner relations between the representatives of various branches of government, non-governmental organizations, private companies, and other stakeholders.

As of 8 August 2016, Institute of Regional Development NGO acts as a regional partner and a subgrantee of the project and performs a component of the project "Disseminating the practices of citizen participation in the budget process at the local level in Ukraine" in Lviv, Chernivtsi, Rivne, Khmelnytskyi.

The following component of the project involves popularizing the implementation of participatory budgeting in these cities and conducting a series of information and training seminars to train active citizens to prepare, submit and promote urban development projects.
